What is a NEET-state?

More specifically, a state made of people who are not under compulsion to work to survive.

A NEET-state is a destination, not something that can be created overnight.
Reducing shared infrastructure such as electricity grids, water grids and internet networks, by bringing them into the home, while increasing land sizes and personal mobility is how to get there.
Isn't a NEET state inevitable?
No. It's entirely possible human beings double down on bugification and wipe themselves out (or enter a long dark age) through population collapse, or at least wipe out their own ethnicities through mass migration.
