Capital hubs are cities without permanent living quarters or taxation. That means no permanent housing is allowed within them and only businesses can own property within them. Infrastructure within capital hubs are is managed by businesses for business purposes, that includes temporary living quarters, transportation and food delivery for workers. Capital hubs maximize economic activity while minimizing urban sprawl. They are there to crowd as much business into a small as possible area. Capital hubs are in contrast to:
Residential zones
Residential zones are everywhere except capital hubs and are defined by one key property: no parcel of land can be divided under 1 acre. This may mean each parcel of land has a continuous land area of 1 acre or it may mean a parcel of land is a collection of 2 or more plots totalling 1 acre. This prevents local governments and citizens from bugifying land meant for family and recreation by creating behavioural sinks. Additionally, residential zones explicitly prevent the creation of apartments for permanent residency to further prevent bugification.
